Abstract: Chinese manufacturers find it very difficult to choose a suitable Enterprise Resource Planning (ERP) system to facilitate their operations and management. Among the factors influencing an organization's decisions on using or not using an ERP system as well as the decision on using which type of ERP system, organizational culture and Supply Chain Management (SCM) practices are considered as two important variables. Based on a survey in 190 manufacturing firms in China, we empirically tested the direct effects of organizational culture and SCM practices as well as the intervening role of SCM practices on the decisions upon ERP systems. Results demonstrate the important roles of organizational culture and SCM practices on ERP decisions. Specifically, we find that such issues as process vs. results oriented, open vs. closed system, and information sharing, significantly influence the decision on using or not using ERP system; in addition, loose vs. tight control, normative vs. pragmatic, information quality, and internal agile practices, significantly influence the decision on which type of ERP system to use. In addition, the findings confirm the proposed intervening roles that SCM practices (in terms of information sharing, information quality and internal agile practices) play in the relationships between organizational culture and ERP decisions.
